Important This update supersedes and replaces update 2443685, which was released in December 2010. This update also includes additional time zone changes released as hotfixes after update 2443685 was published.

If you have already deployed update 2443685, read the descriptions of the specific time zone changes that are addressed in this article to determine whether you must deploy this update immediately. If systems are not directly affected, you can schedule deployment at the next available opportunity.

We recommend that you deploy the most current Windows cumulative time zone update to guarantee the consistency of the time zone database on all systems.

  • Cumulative time zone updates contain only data that has changed for a specific region or that was added to maintain parity with other operating system versions. Therefore, if a time zone key is deleted, some original values may not be restored after you apply the cumulative zone update.

    We do not recommend that you delete any registry keys that are related to time zones. On a computer that has incomplete time zone keys, first restore the time zone keys from a known good backup. Then, apply the update.

Introduction

The update that this article describes changes the time zone data to accommodate daylight saving time (DST) changes in several countries.

The update that this article describes is a cumulative update rollup that includes the changes previously released as hotfixes in Microsoft Knowledge Base (KB) articles 2543367, 2523087, 2519231 and 2515337. This cumulative update also includes additional fixes not included in previous released hotfixes. Updates from the previous cumulative Windows time zone update

The following changes were made since the previous Windows cumulative time zone update:
  • Turkey Standard Time:
    A new Windows time zone was created: Turkey Standard Time. The display name is "(UTC+2:00) Istanbul." The government of Turkey has decided to change the 2011 DST schedule. It will start on Monday March 28 instead of Sunday March 27.
    "Istanbul" was removed from the display name of the "(UTC+2:00) Athens, Bucharest, Istanbul" time zone.
  • Egypt Standard Time [Display Name "(UTC+2:00) Cairo"]:
    The government of Egypt has canceled daylight saving time.
  • Pacific SA Standard Time [Display Name "(UTC-4:00) Santiago"]:
    Sets the 2011 DST start date to occur in August and the 2012 end date to occur in March. 
  • Morocco Standard Time [Display Name "(UTC) Casablanca"]:
    Sets the 2011 DST end date to occur in July.
  • Fiji Standard Time [Display Name "(UTC+12:00) Fiji"]:
    Sets the 2011 DST end date to occur on the first Sunday in March.
  • Samoa Standard Time [Display Name "(UTC-11:00) Samoa"]:
    Sets the 2011 DST end time to occur one hour later.

Known issues

After you install this update, conversion of old 2011 winter dates from UTC to local time for the affected Russian time zones uses the incorrect offset (+4 instead of +3 in the case of Russian Standard time). This issue affects the old winter dates only (January 2011 until the start of DST in 2011).
