Terminal Services performance counters report an incorrect number of sessions when a heavy load situation occurs in Windows Server 2008 R2 or in Windows Server 2008

Symptoms

Consider the following scenario:
  • You install the Remote Desktop Services role on a computer that is running Windows Server 2008 R2 or you install the Terminal Service role on a computer that is running Windows Server 2008.
  • You use Performance Monitor to collect the following performance counters:
    • Terminal Services\Active Sessions
    • Terminal Services\Inactive Sessions
    • Terminal Services\Total Sessions
  • Remote Desktop Services is under a heavy load.
In this scenario, the number that the performance counters return is sometimes incorrect. For example, the Active Sessions counter returns an invalid number of sessions. You expect the counter to return 0.

Note When the actual number of active sessions is 0, the Active Sessions counter returns 4294967295. This value represents a value of -1.

Cause

The issue occurs because of a race condition in the Local Session Manager (Lsm.exe) process. When the race condition occurs, the performance counters are not updated when a Remote Desktop Services session is disconnected. This behavior causes that the number of active sessions to be one less than the actual value.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
