"0x0000009F" Stop error when you use L2TP over IPsec tunnel to initialize a VPN connection to a corporate network from a client computer that is running Windows 7 or Windows Server 2008 R2 and later you try to use hibernate mode.

Symptoms

Consider the following scenario:
  • You have a client computer is running Windows 7 or Windows Server 2008 R2.
  • You use a Layer Two Tunneling Protocol (L2TP) over IPsec tunnel to initialize a virtual private network (VPN) connection to a corporate network from the client computer.
  • You disconnect the VPN connection.
  • You put the client computer into Hibernate mode.
In this scenario, the computer takes several minutes when it tries to enter Hibernate mode. Then the computer crashes. Additionally, you receive a Stop error message that resembles the following:
STOP: 0x0000009F (parameter1, parameter2, parameter3, parameter4)
DRIVER_POWER_STATE_FAILURE

Cause

This issue occurs because of a race condition between the L2TP and Telephony API (TAPI).

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
