RPC function error in Windows Server 2008 R2 and in Windows 7: "0x0000000E RPC_S_OUT_OF_MEMORY"

Symptoms

On a computer that is running Windows Server 2008 R2 or Windows 7, an application or a service encounters a remote procedure call (RPC) function failure. Additionally, you receive the following error message:
0x0000000E RPC_S_OUT_OF_MEMORY
Note This issue usually occurs when a restricted user account is used to call the RPC functions.

Cause

This issue occurs because of an access control list (ACL) setting for the following registry key:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows NT\RPC
When an RPC call is initialized, the RPC driver (Rpcrt4.dll) opens this registry key by using the access token of the current user account. If this access token does not include the Authenticated Users group, an "ERROR_ACCESS_DENIED" error is returned. Additionally, the RPC driver incorrectly returns the "RPC_S_OUT_OF_MEMORY" error message after the "ERROR_ACCESS_DENIED" error code is received. Therefore, you receive this error message.

Note This registry key is created when an RPC-related Group Policy setting is applied on a computer. The RPC-related Group Policy settings are located at the following location:

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Windows 7 and Windows Server 2008 R2 file information notes
