Error message when you try to migrate the SYSVOL share from the FRS to the DFSR service in a Windows Server 2008 domain: "The parameter is incorrect"

Symptoms

Consider the following scenario in a Windows Server 2008 domain. You have various domain controllers that are located outside of the organizational unit�s (OU) default domain controllers. You try to migrate the SYSVOL share from the File Replication Service (FRS) to the Distributed File System Replication (DFSR) service. To do this, you use the Distributed File System (DFS) Replication service migration tool (Dfsrmig.exe). In this scenario, the SYSVOL share migration process fails, and you receive the following error message:
The parameter is incorrect.
Additionally, the following event is logged in the DFS Replication log on the primary domain controller (PDC) emulator master:

Description: DFSR Migration was unable to transition to the 'PREPARED' state for Domain Controller domain controller name. DFSR will retry the next time it polls the Active Directory. To force an immediate retry, execute the command 'dfsrdiag /pollad'.

Cause

The error occurs because the DFS Replication service migration tool does not expect domain controllers outside the OU's default domain controllers. Therefore, the DFS Replication service migration tool does not create DFSR replication member objects for these domain controllers.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Prerequisites

To apply this hotfix, your computer must be running Windows Server 2008 Service Pack 2 (SP2). Additionally, the computer must have the Active Directory Domain Services role installed. Windows Server 2008 file information notes
Important Windows Vista hotfixes and Windows Server 2008 hotfixes are included in the same packages. However, only "Windows Vista" is listed on the Hotfix Request page.   • Service Pack 1 is integrated into the release version of Windows Server 2008. Therefore, RTM milestone files apply only to Windows Vista. RTM milestone files have a 6.0.0000.xxxxxx version number.
  • The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows Server 2008 SP2" section. The MANIFEST files and the MUM files, and the associated security catalog (.cat) files, are very important to maintain the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.

To work around this issue, put all domain controllers into one OU (such as the default OU) for the migration to DFSR.
