An exclamation mark (!) may be displayed next to the smartcard reader in Device Manager after you start Windows 7 or Windows Server 2008 R2

Symptoms

You have a smartcard reader installed on computer that is running Windows 7 or Windows Server 2008 R2. After you start or restart the computer, a yellow exclamation mark (!) may be displayed next to the smartcard reader in Device Manager. If you view the detailed information for the smartcard reader in Device Manager, you see the following error message:
Windows cannot initialize the device driver for this hardware. (Code 37)
Additionally, the following event is logged in the System log:

Description: The UMDF reflector was unable to complete startup because the WUDFSvc service was not found. This service may be started later during boot, at which point Windows will attempt to start the device again.

This issue occurs because of a race condition in the User-Mode Driver Framework (UMDF) driver.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Windows 7 and Windows Server 2008 R2 file information notes
