FIX: Importing an .msi file or starting a BizTalk application takes a very long time or fails in BizTalk Server

Symptoms

In Microsoft BizTalk Server, you experience one or more of the following problems:
  • It takes a very long time to import a BizTalk application (.msi file).
  • You cannot import a BizTalk application (.msi file) successfully. Additionally, you receive the following error message:
    Timeout expired. The timeout period elapsed prior to obtaining a connection from the pool. This may have occurred because all pooled connections were in use and max pool size was reached. (Microsoft.BizTalk.ExplorerOM)
  • It takes a long time to start a deployed BizTalk application.

Cumulative update information

For BizTalk Server 2009, the hotfix that resolves this issue is included in Cumulative Update 1 for BizTalk Server 2009.

Prerequisites

To apply this hotfix, you must have Microsoft BizTalk Server 2006 or Microsoft BizTalk Server 2009 installed.

Restart requirement

You do not have to restart the computer after you apply this hotfix. However, you must restart the BizTalk host instance service after you apply this hotfix.
