A supported hotfix is now available from Microsoft.
However, it is intended to correct only the problem that is described in this
article. Apply it only to systems that are experiencing this specific problem.
This hotfix may receive additional testing. Therefore, if you are not severely
affected by this problem, we recommend that you wait for the next P1 that
contains this hotfix.

Note In special cases, charges that are ordinarily incurred for
support calls may be canceled if a Microsoft Support Professional determines

No prerequisites are required.
Registry information
Warning Serious problems might occur if you modify the registry
incorrectly by using Registry Editor or by using another method. These problems
might require that you reinstall the operating system. Microsoft cannot
guarantee that these problems can be solved. Modify the registry at your own
risk.
To apply this hotfix, you must create a registry
entry after you install the hotfix package. To do this, follow these steps:
- Click Start, click Run,
type regedit, and then press ENTER.
- Locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
- On the Edit menu, point to
New, and then click DWORD (32-bit)
Value.
- Type SafeModeBlockNonAdmins , and then
press ENTER.
- Right-click SafeModeBlockNonAdmins, and
then click Modify.
- In the Value data box, type
1, and then click OK .
Note If you set this value to 0, the system does not block
non-administrator users. - Exit Registry Editor.
Restart requirement
You must restart
the computer after you apply this hotfix.
Hotfix replacement information
This hotfix does not replace a previously released
hotfix.
File information
The English (United States) version of this hotfix installs files
that have the attributes that are listed in the following tables. The dates and
the times for these files are listed in Coordinated Universal Time (UTC). The
dates and the times for these files on your local computer are displayed in
your local time and with your current daylight saving time (DST) bias.
Additionally, the dates and the times may change when you perform certain
operations on the files.
