The changes to a Group Policy object (GPO) are not applied in a Windows Server 2008-based domain that has some read/write domain controllers and some read-only domain controllers

Symptoms

Consider the following scenario:
  • You set up both some read/write domain controllers and some read-only domain controllers in a Windows Server 2008-based domain.
  • You open the Group Policy Management Editor to edit a Group Policy object (GPO) on a client computer in the domain.
  • You create a new GPO using GPMC or AGMP and your Environment has replication latencies
In this scenario, the changes to the GPO are not applied.

Note The issue does not occur on the domain controllers that are running Windows Server 2008 R2 because the SYSVOL folder that is located on read-only domain controllers does not accept write operations.

Cause

This issue occurs because the Group Policy Management Editor cannot guarantee that all the GPO data is written to the same domain controller (DC).

The GPO data includes the Active Directory data and the SYSVOL data. The Active Directory data is saved on a read/write domain controller. The SYSVOL data can be saved on either a read/write domain controller or a read-only domain controller, depending on the link target cache of the Distributed File System (DFS) client.

If the SYSVOL data is saved on a read-only domain controller, the SYSVOL data is discarded during file replication process because the read-only domain controllers cannot make the change. This file replication process is either through File Replication Service (FRS) or DFS Replication. This behavior causes the Active Directory data and the SYSVOL data not to be the same. Therefore, the changes to the GPO are ignored because the SYSVOL data is not available.

Hotfix information

  • The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows Server 2008 and for Windows Vista" section. MUM files and MANIFEST files, and the associated security catalog (.cat) files, are extremely important to maintaining the state of the updated component. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
