FIX: You receive a System.InvalidOperationException exception when you start a .NET Framework-based application that runs Extensible Object Markup Language workflows on a computer that has the FIPS algorithm enabled

Symptoms

Consider the following scenario:
  • You enable the Federal Information Processing Standard (FIPS) algorithm on a computer.
  • You start a managed application that runs Extensible Object Markup Language (also known as XOML) workflows on the computer.
  • The application runs on the .NET Framework 2.0 or on later versions.
In this scenario, the application crashes. Additionally, a System.InvalidOperationException exception is thrown, and you receive the following error message:
This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

Cause

This problem occurs because Windows Workflow Foundation implements hash algorithms by using Message Digest 5 (MD5). However, MD5 is not compliant to the FIPS algorithm.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

You must have the .NET Framework 3.5 Service Pack 1 (SP1) installed to apply this hotfix.

You do not have to restart the computer after you apply this hotfix if no instance of the .NET Framework is being used.

Workaround
