The memory of the nonpaged pool may leak when you enable IPsec on a computer that is running Windows Server 2008 R2 or Windows 7

Symptoms

When you enable Internet Protocol security (IPsec) for the network communication on a computer that is running Windows Server 2008 R2 or Windows 7, the memory of the nonpaged pool may leak. This memory leak can cause the computer to stop responding. Therefore, you may have to restart the computer. Additionally, the following event may be logged in the Application log:

Event Type: Error
Event Source: Application Popup
Event Category: Srv
Event ID: 2019
Date: date
Time: time
User: N/A
Computer: computer name
Description: The server was unable to allocate from the system nonpaged pool because the pool was empty.

Note The issue occurs more frequently when the computer uses Internet Key Exchange (IKE) protocol version 2.

Consider the following scenario as an example:
  • The virtual private network (VPN) server role is installed on a computer that is running Windows Server 2008 R2.
  • IPsec is enabled for the network communication.
  • IKE protocol version 2 is used on the VPN server.
In this scenario, users cannot make a VPN connection to the VPN server, or the connected users lose their connections. Additionally, you have to restart the server to recover from the issue.

Cause

The issue is caused by the Tcpip.sys driver. After IPsec is enabled, the networking layer of the TCP/IP stack invokes the IPsec module for each IP datagram. When the IPsec module asynchronously finishes the call and reports a failure, the Tcpip.sys driver incorrectly leaks the nonpaged pool memory.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing.
