Workaround

To work around this issue, the user who has the Recipient Management role must be assigned the "Security Group Creation and Membership" role. To do this, enter the following command in the Exchange Management Shell:
New-ManagementRoleAssignment -role "Security Group Creation and Membership" securitygroup "recipient management"
Note If you use the bypasssecuritygroupmanagercheck parameter for a user account that has the Recipient Management role, you are actually bypassing security checks. When you use this parameter, you also bypass moderation for the member being added if the specified distribution group is a moderated distribution group. By default, this parameter is not added for a user account that has the Recipient Management role.
