FIX: Error "0xc00e0003" is returned when you send messages between instances of Message Queuing

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows Server 2008, Windows Server 2008 R2, or Windows 7. Additionally, the computer is in a failover cluster.
  • You run a local instance of Microsoft Message Queuing (also known as MSMQ) together with one or more clustered instances of Message Queuing on the same computer.
  • You send a message between the local instance of Message Queuing and a clustered instance of Message Queuing by using the Direct=TCP syntax. Or, you send a message between multiple clustered instances of Message Queuing by using the Direct=TCP syntax.

In this scenario, the message is not delivered, and error "0xc00e0003" is returned.

Cause

This problem occurs because the IP address for the clustered instance of Message Queuing is treated as a local resource. This causes Message Queuing to recognize the clustered instance as a local instance. Therefore, Message Queuing cannot deliver messages successfully because it cannot differentiate between the clustered instance and the local instance.

Resolution

For Windows 7 and Windows Server 2008 R2, the hotfix that resolves this problem is included in Windows 7 and Windows Server 2008 R2 Service Pack 1:

For Windows Vista and Windows Server 2008, apply this hotfix. After you apply this hotfix, one Message Queuing instance can be differentiated from another Message Queuing instance when these instances are running on the same computer.

Prerequisites

You must have Message Queuing installed to apply this hotfix. Additionally, your computer must be running one of the following operating systems:

  • Windows Vista Service Pack 1 (SP1)
  • Windows Vista Service Pack 2 (SP2)
  • Windows Server 2008
  • Windows Server 2008 SP2

Restart requirement

You must restart the computer after you apply this hotfix.
