FIX: Error message when you install SQL Server 2008 Express edition on a computer that is running the Chinese Traditional version of Windows Vista for Hongkong: “Performance counter registry hive consistency”

Microsoft distributes Microsoft SQL Server 2008 fixes as one downloadable file. Because the fixes are cumulative, each new release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 2008 fix release.

Symptoms

Consider the following scenario. You try to install the English version of SQL Server 2008 Express edition on a computer that is running the Chinese Traditional version of Windows Vista for Hong Kong. When you run the Setup Program, you receive the following error message:

Cause

This problem occurs because SQL Server does not successfully run the PerfmonCounterNotCorruptedCheck global install rule when you install SQL Server 2008.

Resolution


The fix for this issue was first released in Cumulative Update 5 for SQL Server 2008 Service Pack 1. For more information about this cumulative update package, click the following article number to view the article in the Microsoft Knowledge Base:

Note Because the builds are cumulative, each new fix release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 2008 fix release. Microsoft recommends that you consider applying the most recent fix release that contains this hotfix. Microsoft SQL Server 2008 hotfixes are created for specific SQL Server service packs. You must apply a SQL Server 2008 Service Pack 1 hotfix to an installation of SQL Server 2008 Service Pack 1. By default, any hotfix that is provided in a SQL Server service pack is included in the next SQL Server service pack.

Workaround

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall the operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
To work around this problem, follow these steps:
  1. Create the following registry subkey:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Perflib\004
  2. Create the following two registry entries of the Multi-String type:
    • Counter
    • Help
  3. Open the following registry entry and note the value:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Perflib\0404\Counter
  4. Copy and paste the value that you noted in step 2 to the following registry entry:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Perflib\004\Counter
  5. Open the following registry entry and note the value:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Perflib\0404\Help
  6. Copy and paste the value that you noted in step 5 to the following registry entry:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Perflib\004\Help
