Operating system deployment over a network by using WDS fails in Windows Server 2008 and in Windows Server 2008 R2

Symptoms

When you try to deploy an operating system over a network by using the Windows Deployment Service (WDS) on a server that is running Windows Server 2008 or Windows Server 2008 R2, the deployment fails.

Cause

This issue occurs because Windows Server 2008 and Windows Server 2008 R2 increased the TFTP block size from 512 bytes to 1,456 bytes. Because of this increase in TFTP block size, WDS cannot perform an operating system deployment over a network that has a TFTP block size of less than 1,456 bytes.

WDS in Windows Server 2008 and Windows Server 2008 R2 systems increase the default TFTP block size from 512 to 1,456 bytes to improve deployment performance. WDS also provides a method to customize the size of the TFTP block size in the BCD store. However, this method applies only to a part of the deployment process. You cannot customize this value in the deployment process before the customized value in the BCD store takes effect.

Because of this issue, if the TFTP block size is restricted to a smaller value on routers, the deployment fails.

Resolution

This hotfix introduces a new registry subkey. This new subkey lets you customize the TFTP block size before the customized value in BCD store takes effect.

To resolve this issue, install this hotfix on the affected WDS servers that are running Windows Server 2008 or Windows Server 2008 R2. Then, customize the TFTP block size by creating the following registry value on each affected server:
MaximumBlockSize
This value has the following properties:

Location:HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\WDSServer\Providers\WDSTFTP
Name: MaximumBlockSize

Type: (REG_DWORD)

Value range: 512–1456

Base: (Decimal)
