FIX: When you try to install Commerce Server 2009 on a computer that is running Windows Server 2008 R2, the installation fails

Symptoms

When you try to install Microsoft Commerce Server 2009 on a computer that is running Windows Server 2008 R2, the installation fails. Additionally, you receive the following error message:
.NET Framework 3.5 with SP1 is not present on the computer. You must install the .NET Framework 3.5 with SP1 to continue with this installation.

Note This problem occurs even if you have the .NET Framework 3.5 Service Pack 1 (SP1) or later versions of the .NET Framework installed.

Cause

During the installation of Commerce Server 2009, the installation program searches for a specific registry key to locate the .NET Framework 3.5 SP1. However, the version of the .NET Framework that is integrated with Windows Server 2008 R2 does not have the registry key in question. Therefore, the installation program stops responding.

Resolution

To resolve this problem, apply the following hotfix on the computer that is running Windows Server 2008 R2 before you install Commerce Server 2009.

This hotfix does not update any files on your computer. This hotfix will create the registry entries that are required by the Commerce Server 2009 installer. If the required registry entries already exist, the system will display the following message:
You don't need to apply this patch to this machine.
We strongly recommend that you remove this hotfix after you have successfully installed Commerce Server 2009. You can uninstall the hotfix by using the Programs and Features item in Control Panel.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

When you upgrade from Windows Server 2008 to Windows Server 2008 R2, Microsoft Commerce Server 2007 SP2 and Commerce Server 2009 do work as expected.
