A Windows Server 2008-based terminal server denies connection requests with the error message "The remote procedure call failed and did not execute" randomly under a heavy logon/logoff condition

Symptoms

You have a Windows Server 2008-based terminal server. If many users try to log on to or log off from the terminal server at the same time, some connection requests are denied, and then you receive the following error message:
The remote procedure call failed and did not execute.
For example, this issue may occur when 20 to 30 users try to log on or log off at the same time.

Note If a user tries to connect again, the second try may succeed.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To work around this issue, modify the registry. To do this, follow these steps:
  1. Click Start, click Run, type regedit in the Open box, and then click OK.
  2. Locate the following registry subkey:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server
  3. Click Edit, point to New, and then click DWORD Value.
  4. In the New Value #1 box, type IgnoreRegUserConfigErrors, and then press ENTER.
  5. Right-click IgnoreRegUserConfigErrors, and then click Modify.
  6. In the Value data box, type 1, click Decimal, and then click OK.
  7. Exit Registry Editor.
