FIX: VPN client access through ISA Server 2006 stops unexpectedly and Event ID 21122 is logged in the Application log

Symptoms

Virtual private network (VPN) client access through Microsoft Internet Security and Acceleration (ISA) Server 2006 stops unexpectedly. Additionally, Event ID 21122 is logged for Microsoft Firewall in the Application log:

Description:
Network Load Balancing on the local computer will be stopped because the Remote Access Service is not running or not responding, although VPN is enabled.

Note This problem usually occurs when the domain controllers are restarting during software updates.

Cause

This problem occurs because of a timing problem in the interface between the Routing and Remote Access service and ISA Server 2006. This problem usually occurs when the domain controller responds slowly to queries from the ISA Server.

Resolution

To resolve this problem, install the hotfix rollup package that is described in the following Microsoft Knowledge Base article:
