Error message when you start Internet Explorer: "Internet Explorer is currently running without add-ons"

Symptoms

When you open Internet Explorer, you receive a message that states that it is running without add-ons or that it is running with add-ons disabled. This message resembles the following:
Internet Explorer is currently running without add-ons

Cause

You receive this message when you open Internet Explorer with add-ons disabled. If you have not disabled add-ons, it is likely your Internet Explorer icon target has been appended with "-extoff."

Resolution

To resolve this issue, follow these steps:
  1. Delete the icon that you use to start Internet Explorer.
  2. Create a new shortcut to start Internet Explorer. To do this automatically, click the Fix this problem link in the following Microsoft Knowledge Base article:
