The Microsoft Software License Terms do not appear, and the product key input screen is not skipped as expected during the OOBE process when you set up a computer from an image of a Windows Server 2008 installation

Consider the following scenario. You set up a computer from an image of a Windows Server 2008 installation, and you use an unattend file to bypass the product key input screen during setup. However, when a user starts the computer for the first time and then runs the server version of the Out Of Box Experience (OOBE) Wizard, the user experiences the following symptoms:

• The user is not prompted for regional settings, and the Microsoft Software License Terms window does not appear.
• The product key input screen is not skipped as expected during the OOBE process even though a valid product key was specified in the unattend file.

Hotfix information

Important Windows Vista and Windows Server 2008 hotfixes are included in the same packages. However, only one of these products may be listed on the �Hotfix Request� page. To request the hotfix package that applies to both Windows Vista and Windows Server 2008, just select the product that is listed on the page.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

The security catalog files (attributes not listed) are signed with a Microsoft digital signature.
