You cannot create new Terminal Services sessions on a Windows Server 2008-based computer after you configure the "Maximum connections" option and disconnect some active connections

Symptoms

Consider the following scenario:
  • You configure the Maximum connections option in the Terminal Services Configuration window in a Windows Server 2008 system.
  • You make new connections until you reach the maximum number of connections.
  • You disconnect some active connections.
  • You try to create new Terminal Services sessions.
In this scenario, you cannot create the new Terminal Services sessions. You also receive the following error message:
The client could not establish a connection to the remote computer.

The most likely causes for this error are:
1) Remote connections might not be enabled at the remote computer.
2) The maximum number of connections was exceeded at the remote computer.
3) A network error occurred while establishing the connection.
4) The remote computer might not support the required FIPS security level. Please lower the client side required security level policy, or contact your network administrator for assistance.
Note You expect to be able to make new Terminal Services connections until the number of active Terminal Services sessions reaches the maximum limit.

Cause

This problem occurs because the disconnected Terminal Services sessions are calculated incorrectly when the system determines whether the maximum connection limit has been reached.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Windows Server 2008 note

To set the maximum number or connections for the Remote Desktop Protocol-Transmission Control Protocol (RDP-TCP) configuration, follow these steps:
  1. Open Terminal Services Configuration. To do this, click Start, click Run, type tsconfig.msc, and then press ENTER.
  2. In the console tree, click Connections, right-click RDP � Tcp in the right pane, and then click Properties.
    Note The RDP � Tcp Properties dialog box opens.
  3. Click the Network Adapter tab.
  4. In the Network adapter field, click Maximum connections. Then, enter the limitation value.
