Error message when you set a company as default in Microsoft FRx: "Error 3709. The connection cannot be used to perform this operation."

Symptoms

When you set a company as default, you receive the following error message:  
Error 3709. The connection cannot be used to perform this operation. It is either closed or invalid in this context.

Cause

The Spec Set Database and the FRx System Database need to be compacted and repaired.
