Symptoms

When a user tries to add a local printer or a network printer in Windows Server 2008 by using a TCP/IP address or a host name, they receive the following error message:
Access is denied.

Cause

This issue occurs if the user does not have administrative user rights or does not have elevated user rights. A security change in Windows Server 2008 does not let non-administrative users add printers by using a TCP/IP address or a host name.

Resolution

To resolve this issue, add the printer connection by using elevated user rights or as an administrative user.
