You have Windows Media Services�2008 installed�on Windows Server 2008.�You start� the "Reliability and Performance Monitor"� by clicking on the icon at the bottom which says "View Performance Counters". �

You do not have the write�permission on %systemroot%\System32\windows media\server\Admin\mmc\counters.xml file.� Typically this is in the C:\Windows\System32\windows media\server\Admin\mmc folder.

In order to fix the issue, follow the steps below.
1. Go to the folder C:\windows\System32\windows media\server\Admin\mmc
2. Right-click on counters.xml and choose "Properties".
3. Go to "Security" Tab.
4. Click on "Advanced" button.
5. Change the owner of the file to the local machine Administrators group
6. Give the local Administrators group the full control to the file "counters.xml".
