A delay occurs when you try to reconnect to the network on a Windows Vista Service Pack 1-based or Windows Server 2008-based computer that is a member of a domain

Symptoms

You have a Windows Vista Service Pack 1 (SP1)-based or Windows Server 2008-based computer that is a member of a domain. When you disconnect from the network, you may experience a delay of 12 to 14 seconds before you can access the network again.

Notes
  • This issue usually occurs when the computer switches between a network that deploys Network Access Protection (NAP) enforcement and another network.
  • This issue does not occur on a computer that is running the release version of Windows Vista or on a computer that is not a domain member.

Cause

This issue occurs because the Dynamic Host Configuration Protocol (DHCP) client sends ARP packets from Windows Networking Services.

When a client disconnects and then reconnects to a network, the client sends a new DHCP REQUEST packet. If the DHCP client belongs to a new subnet, the server responds to the client by using a DHCP negative acknowledgement (NAK) packet. Therefore, the client sends an address resolution protocol (ARP) request for the previously configured default gateway. However, no reply is received. Finally, after waiting 12 to 14 seconds, the client sends a DHCP DISCOVER packet. This packet starts a full renewal of the address.

Resolution

Hotfix information for Windows Vista and Windows Server 2008

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must have Windows Vista SP1 or Windows Server 2008 installed on the computer.

You have to restart the computer after you apply this hotfix.

File information

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. Windows Server 2008 and Windows Vista file information notes

The .manifest files and the .mum files that are installed in each environment are listed separately in the "Additional file information for Windows Server 2008 and for Windows Vista" section. These files and their associated .cat (security catalog) files are critical to maintaining the state of the updated component. The .cat files are signed with a Microsoft digital signature.
