When you try to open a file by typing the URL location of the file, the application that opens the file may not start correctly

Symptoms

Consider the following scenario:
  1. You enable the Empty Temporary Internet Files folder when browser is closed option in Internet Explorer 7.
  2. You try to open a file that is located on a Web server. To do this, you click Start, click Run, and then type the URL location of the file.
In this scenario, the application that opens the file may not start as expected. Instead, an Internet Explorer File Download dialog box appears.

This problem also occurs when you try to open a file by clicking a link in an e-mail message.

Cause

This problem occurs because of a timing issue. If the file size is small, the browser closing and the Temporary Internet Files folder clearing may occur before the file handle is stored for additional handling in the ShellEexecute function. Therefore, the file cannot be opened by the correct application.

To resolve this problem, install cumulative security update 956390.
