Error message when many users log on to a Windows Server 2003-based terminal server through RDP connections: "Winlogon has encountered a problem and needs to close"

Symptoms

When many users log on to a Windows Server 2003-based terminal server through remote desktop protocol (RDP) connections, they may receive the following error message on the client computers:
Winlogon has encountered a problem and needs to close.
Then, the following event is logged in the Application log of the client computers:

Event Type: Information
Event Source: Application Error
Event Category: (100)
Event ID: 1004
Date: Date
Time: Time
User: N/A
Computer: Computer Name
Description: Faulting application winlogon.exe, version 0.0.0.0, faulting module ntdll.dll, version 5.2.3790.3959, fault address address.

Cause

The Rasman.dll module incorrectly frees an invalid remote procedure call (RPC) binding handle. This occurs because of incorrect error handling in the RasRPCBind function.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
