Error message when you create a COM+ application while you try to install BizTalk Server 2006 on computer that is running Windows XP Service Pack 2: "Error registering COM+ application"

Symptoms

Consider the following scenario:
  • You try to install Microsoft BizTalk Server 2006 on a computer that is running Windows XP Service Pack 2.
  • At the time of installation, you create a COM+ application.
In this scenario, you may receive the following error message:
Error 1928
Error registering COM+ application. Please ensure that DTC is enabled. Contact your support personnel for more information.

Cause

This issue may occur because incorrect permissions are set on the following hive in the Windows registry:
HKEY_CLASSES_ROOT
When you view the permissions that are set on this hive, you notice that only the Everyone group has Full Control user rights.

Workaround

To work around this problem, assign Full Control user rights to the Administrators group for the following hive in the Windows registry:
HKEY_CLASSES_ROOT
To do this, follow these steps:
  1. Click Start, click Run, type regedit, and then click OK.
  2. Right-click HKEY_CLASSES_ROOT, and then click Permissions.
  3. Under Group or user names, click the Administrators group.
  4. Under Allow, click to select the Full Control check box.
  5. Click OK.
  6. Exit Registry Editor.

More information

When the BizTalk Server 2006 installer creates the registry keys, the Administrators group is set as read-only in the system access control list (SACL) for these keys. Therefore, when the BizTalk Server 2006 installer tries to populate the registry keys, the operating system returns an error message.
