MapPoint or Streets & Trips does not respond or gives an error message about the license when you try to start the program

Symptoms

When you try to start Microsoft MapPoint or Microsoft Streets & Trips, you experience one of the following symptoms: 
  • When you double-click the program icon, the program does not start. The startup screen does not appear, and you do not receive an error message.
  • When the program tries to start, you receive an error message that resembles one of the following messages:

    The application volume license state is invalid. Please uninstall and reinstall the application to correct this.

    A Licensing initialization error has occurred, 0xc004D301

This problem may occur if one of the following conditions is true:
  • The Activation Licensing database is corrupted.
  • The permissions or the security settings for your Windows user account are insufficient or corrupted.
  • A change has caused a conflict between where MapPoint or Streets & Trips saves its templates and the default location of templates for Microsoft Office.

Resolution

Method 1: Log on as an administrator

These problems may occur because your user account does not have administrative credentials on the computer.

You may be able to resolve these problems temporarily by using a user account that has administrative credentials. To give your account administrative credentials, follow the steps for your operating system:
  1. Right-click the game icon, and then click Properties.
  2. On the Shortcut tab, click Advanced.
  3. Click Run as Administrator.

    If you are prompted for an administrator password or for confirmation, type the password or provide confirmation.
  4. Start the game by using the icon that you changed.
If this method resolves the problem, you can follow these steps to revert the permissions to the desired level for this Windows user account and then verify that they problem does not recur.

If this method does not resolve the problem, try Method 2.

Method 2: Create a new user account

To create a new user account, follow the steps for your operating system:
  1. Open User Accounts. To do this, click Start
    , type nusrmgr.cpl in the Start Search box, press ENTER, and then click User Accounts.

    If you are prompted for an administrator password or for confirmation, type the password or provide confirmation.
  2. On the Users tab, click Add.
  3. Type a name for your new user account, type your full name, and then type a description for your new account.
  4. If the computer is set up as part of a client/server network, type the domain name, and then click Next.

    Note If the computer is set up as a single computer without a network or in a peer-to-peer network, you do not have to provide a domain name.
  5. Type a user password, and then type the user password again to confirm it.

    Important Passwords are case-sensitive. For example, "MyPassword" and "mypassword" are treated as different passwords.
  6. Click Next.
  7. Select the level of access for your user account, and then click Finish.

    Note Some games require you to run them by using a user account that has administrator-level credentials.
If this method does not resolve the problem, try method 3.

If this method resolves the problem, log off the new user account, and then log on to your original user account. If the problem still occurs in your original user account, use the Fix It button in the following Microsoft Knowledge Base article to restore the default security settings in your account:

Check whether the problem is resolved. If the problem is not resolved in your original user account, you must move your data from your original user account to the new user account that you created. For more information about how to copy data to your new user account see the "Fix a corrupted user profile" topic in Windows Help and How-to at the following Microsoft Web site:

Method 3: Rename the Office registry subkeys (for MapPoint 2009 only)

To have us rename the General folder for Microsoft Office for you, go to the "Fix it for me" section. If you prefer to rename the General folder for Microsoft Office yourself, go to the "Let me fix it myself" section.

Fix it for me

To rename the General folder for Microsoft Office automatically, click the  Fix it button or link. Click Run in the File Download dialog box, and follow the steps in the Fix it wizard.

Please keep the following points in mind while you modify your registry:
  • These steps work only in MapPoint 2009 and in Streets & Trips 2009. Do not follow these steps if this problem occurs when you use a different product.
  • The HKEY_CURRENT_USER key in the registry contains the user profile for the user who is currently logged on to the computer. Because these steps include removing registry keys in the HKEY_CURRENT_USER subtree, you must remove these registry keys for each person who uses the computer.
  • You may have to reinstall the Microsoft Office system after you complete these steps.
  1. Log on to the computer.
  2. Exit all programs.
  3. To start Registry Editor, click Start
    , type regedit in the Start Search box, and then press ENTER.
     If you are prompted for an administrator password or for confirmation, type the password, or provide confirmation.
  4. Follow these steps to rename each of the following registry subkeys:
    • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\8.0\Common\
    • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\9.0\Common\
    • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\10.0\Common\
    • HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\8.0\Common\
    • HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\9.0\Common\
    • HKEY_CURRENT_USER\SOFTWARE\SOFTWARE\Microsoft\Office\10.0\Common\

    Note If a key in the list does not exist, proceed to the next registry key.
    1. Click the General subkey, and then click Rename on the Edit menu.
    2. Rename the General subkey to OldGeneral.
  5. Repeat step 1 through step 4 for each user account on the computer.
  6. Reinstall MapPoint 2009.

Did this fix the problem?
