The Windows Server 2008 failover cluster cannot start because of a deadlock condition in the Cluster service

Symptoms

You cannot start the Cluster service on a Windows Server 2008-based computer. Additionally, the following warning is logged in the Cluster service log:
WARN [CS] Cluster Mutex is already held by another process, waiting
You may also find that the Rhs.exe process is running when the issue occurs.

Note In typical situations, the rhs.exe process does not run if the Cluster service is not started.

Cause

The Cluster service cannot start because of a deadlock situation on the SMB server side. Other applications or services may also hit the deadlock situation and encounter exceptions when they use the SMB share.

Resolution

Service pack information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article.
