The Routing and Remote Access service may not start after you install the Hebrew language pack on a Windows Server 2008-based computer

Symptoms

After you install the Hebrew language pack on a Windows Server 2008-based computer, you may be unable to start the Routing and Remote Access service. Additionally, you may receive the following error message:
An Error Occurred while trying to start the Routing and Remote Access service on ComputerName. For more information about the error, see Event Viewer.
When you close this error message, you may receive the following error message:
Routing and Remote Access cannot be started because of the following error. Please see event log for more information: The service has returned a service-specific error code. (8007042a)
Additionally, you may receive the following error message in Event Viewer:
The currently configured authentication provider failed to load and initialize successfully. The system cannot find the specified path.

Resolution

To resolve this problem, change the system accounts to a language other than Hebrew. To do this, follow these steps:
  1. For example, change the display language to English. To do this, follow these steps:
    1. Click Start, click Run, type control panel in the Open box, and then click OK.
    2. Double-click Regional and Language Options.
    3. On the Keyboards and Languages tab, click Install/uninstall languages, and then change the display language from Hebrew to English.
    4. Click OK.
  2. Copy the regional and language settings to the system accounts. To do this, follow these steps:
    1. Click Start, click Run, type control panel in the Open box, and then click OK.
    2. Double-click Regional and Language Options.
    3. On the Administrative tab, click Copy to reserved accounts.
    4. Click to select the System accounts (local system, local service, and network service) check box, and then click OK.
    5. Restart the computer.
  3. Delete the following file:
    c:\windows\system32\ias\ias.xml
The Routing and Remote Access service should now work correctly. You can now change the user display language back to Hebrew. To do this, repeat step 1. However, in step 1c, select Hebrew as the display language.
