Failover takes a long time to finish in an Exchange Server 2007 cluster continuous replication environment

Symptoms

In a Microsoft Exchange Server 2007 cluster continuous replication (CCR) environment, a failover process may take a long time to finish. In this situation, the client may have to wait at least five minutes to resume access to the server.
