A blank message appears when you use the Certificate Import Wizard to import a certificate on a computer that is running Windows Server 2003 or Windows 2000

Symptoms

Consider the following scenario. You use the Certificate Import Wizard to import a certificate into the Trusted Root Certification Authorities Certificates store. The computer is running Windows Server 2003 or Windows 2000. In this scenario, a blank message appears. The message contains a Yes button and a No button. If you click Yes, the certificate is installed successfully.

Instead of a blank message, you expect to receive the following confirmation message:
You are about to install a certificate from a certification authority (CA) claiming to represent: CAName Certificate_Information Do you want to install this certificate?
Note In this message, CAName is a placeholder for the name of the certification authority, and Certificate_Information is a placeholder for the information about the particular certificate.

You experience this problem if the following conditions are true:
You run the Certificate Import Wizard by using an account that does not have Administrator rights.
Security update MS07-021 is installed on the computer.

Workaround

To work around this problem, log on to the computer by using an account that has Administrator rights, and then run the Certificate Import Wizard.
