When you try to restart a Windows Server 2003 R2-based computer that has both VSS and the FSRM quota enabled, the computer stops responding

Symptoms

Consider the following scenario:
  • You are running a Windows Server 2003 R2-based computer or a Windows Server 2003 R2 Service Pack 2-based computer.
  • Many storage volumes are mounted on this computer.
  • You enable Volume Shadow Copy Service (VSS) and the File Server Resource Manager (FSRM) quota.
When you try to restart the computer in this scenario, the system startup process stops responding (hangs) when the progress bar reaches 25 percent. Therefore, you have to turn off the computer. However, after you do this, you may experience one of the following symptoms:
  • Although the computer can be successfully restarted, the VSS data and the snapshot information are missing.
  • The computer continues to stop responding during startup until you use safe mode to unmount some volumes.

Cause

This problem occurs because of a deadlock among the filter manager, the mount manager, VSS, and FSRM.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
