The Icacls.exe utility that is included with Windows Server 2003 Service Pack 2 does not support the inheritance bit

Symptoms

On a computer that is running Windows Server 2003 Service Pack 2, the Icacls.exe utility does not support the inheritance bit. For example, if you save discretionary access control list (DACL) information about a folder by using the /save parameter, and then you update the inheritance bit of this folder, the restore operation restores all DACL information except the update of the inheritance bit.

Therefore, users may have to use other utilities to set the inheritance bit. For example, users may have to use the Xcacls.vbs utility to set the inheritance bit.

Resolution

A hotfix is available to resolve this problem. After you apply this hotfix, the Icacls.exe utility can restore the inheritance bit information successfully.

Additionally, you can set the inheritance bit of files or folders by using the updated Icacls.exe utility together with the /inheritance parameter. For more information, see the following sample:
/inheritance:e|d|r
        e - enables inheritance
        d - disables inheritance and copy the ACEs
        r - remove all inherited ACEs

The Icacls.exe utility was introduced in Windows Server 2003 Service Pack 2. You can use this utility to modify NTFS file system permissions on a computer that is running Windows Server 2003 with Service Pack 2 (SP2).
