FIX: S BAM aggregate alert is not sent as expected in BizTalk Server 2006 and in BizTalk Server 2006 R2

In Microsoft BizTalk Server 2006 R2 and in Microsoft BizTalk Server 2006, a Business Activity Monitoring (BAM) aggregate alert is not sent as expected. For example, the alert does not fire when the Duration value for the alert is reached and a Threshold value of 0 is reached.
