Event ID 7514 is logged when a custom word list file is larger than 128 KB on an Exchange 2003 server

Symptoms

You enable the custom word list (CWL) feature in Intelligent Message Filter (IMF) version 2 on a server that is running Microsoft Exchange Server 2003 Service Pack 2 (SP2). When you add phrases and words to a MSexchange.ucecontentfilter.xml CWL file that is larger than 128 KB, the filter does not work, Additionally, the following event is logged in the Application log:

Event Type: Error
Event Source: MSExchangeTransport
Event Category: SMTP Protocol
Event ID: 7514
Description: An error occurred while loading Microsoft Exchange Intelligent Message Filter. The error code is 0x80004005.

Cause

This behavior occurs because of a limitation in the SmartScreen technology in Exchange 2003. The CWL file must be smaller than 128 KB.
