You receive an error message when you try to install the Active Directory directory service on a domain controller where Active Directory was removed

Symptoms

Consider the following scenario:
  • You have two domain controllers that are running Windows Server 2003 Service Pack 1 (SP1).
  • You remove the Active Directory directory service on the domain controller that is running the infrastructure master role.
  • You perform a metadata cleanup on the domain controller from which Active Directory was removed.
In this scenario, when you try to install Active Directory on the domain controller from which Active Directory was removed, you receive an error message that resembles the following:
The operation failed because:
This Active Directory installation requires domain configuration changes, but whether these changes have been made on the domain controller domain_controller_name is undetermined. The installation process has quit.
"The system cannot find the file specified".
When you run the domain controller diagnostic tool (Dcdiag.exe), you receive an error message that resembles the following:

Additionally, the following information may be logged in the Dcpromoui.log file:
The Workstation service has not been started. 
Managing the network session with domain_controller_name failed.
Note The path of the Dcpromoui.log file is %windir%\Debug\Dcpromoui.log.

Cause

This problem occurs if the domain controller that is running the infrastructure master role is missing, or the domain controller is not on the network.

Resolution
