This problem only happens when the Visual Studio Team System Web Access Power Tool is installed onto a French, German, Spanish or Italian version of Windows Server 2003. Other languages of Windows Server 2003 are not affected by this issue.

During the installation of the Visual Studio Team System Web Access Power Tool, permissions are granted to the Network Service account for the Cache folder used during web access. On some non-English operating systems, the installer cannot locate the Network Service account because the account name is localized.

Follow the steps below before installing the Visual Studio Team System Web Access Power Tool on a French, German, Spanish or Italian version of Windows Server 2003:
1. Create a new local user group with name "Network Service"
2. Add the localized network service account to the recently created "Network Service" group. Here's a mapping:
- German - NT-AUTORIT�T\NETZWERKDIENST
- French - AUTORITE NT\SERVICE R�SEAU
- Italian - NT AUTHORITY\SERVIZIO DI RETE
- Spanish - NT AUTHORITY\SERVICIO DE RED
3. Run the Visual Studio Team System Web Access Power Tool setup.
