The "Intranet Sites: Include all local (intranet) sites not listed in other zones" policy setting does not function as expected in Internet Explorer 7

Symptoms

If you configure one or more of the following Group Policy settings, the policy may not affect zone detection in Internet Explorer, even though Internet Options shows the followings settings:
  • Turn on automatic detection of the intranet
  • Intranet Sites: Include all network paths (UNCs)
  • Intranet Sites: Include all sites that bypass the proxy server
  • Intranet Sites: Include all local (intranet) sites not listed in other zones
This problem occurs if the following conditions are true:
  • You are running Windows Internet Explorer 7 on a Windows-based computer.
  • In a workgroup environment, you use Group Policy settings to disable the Turn on automatic detection of the intranet setting and to enable the Intranet Sites: Include all local (intranet) sites not listed in other zones setting.
  • You are using Internet Explorer 7 to access a local intranet site.
Note The Security Page folder has the following path in the Local Group Policy Editor:

Cause

This problem occurs because Internet Explorer 7 ignores the policies that are described in the "Symptoms" section. Therefore, the default values of these settings are used for evaluating the zone for a given URL. If you configure a policy setting to a value other than the default value, a local site may appear as "Local Intranet" even though you expect it to appear as "Internet," or vice versa.

Workaround

To work around this problem, use Internet Explorer maintenance policies to set the intranet zone values to the values that are described in the "Symptoms" section.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Windows Vista Service Pack 1.

More information

To use Group Policy to set the intranet zone values that are described in the "Symptoms" section, follow these steps:
  1. Click Start, click Run, type gpedit.msc in the Open box, and then click OK.
  2. Expand Computer Configuration, expand Administrative Templates, expand Windows Components, expand Internet Explorer, and then expand Internet Control Panel.
  3. Click Security Page, right-click Intranet Sites: Include all local (intranet) sites not listed in other zones, and then click Properties.
  4. Click Enabled, and then click OK.
  5. Right-click Turn on automatic detection of the intranet, and then click Properties.
  6. Click Disabled, and then click OK.
  7. Exit the Group Policy Object Editor
To verify the settings, follow these steps:
  1. On the Internet Explorer Tools menu, click Internet Options.
  2. On the Security tab, click Local intranet, and then click Sites.
The Automatic detection of intranet network check box is cleared, and the Include all local (intranet) sites not list in other zones check box is selected.
