Event ID 31092 is logged when the Microsoft Exchange Server 2003 Connector for Lotus Notes delivers an Internet e-mail that contains recipients in only the Bcc box

Symptoms

Consider the following scenario:
You have a Lotus Domino and Microsoft Exchange Server 2003 mixed environment.
A user sends an Internet e-mail message to an Exchange Server mailbox-enabled user.
The message contains recipients in only the Bcc box.
The message is delivered to Lotus Domino by using SMTP.
In this scenario, when the message is routed to Exchange Server by using the Microsoft Exchange Server 2003 Connector for Lotus Notes, the message cannot be delivered to the user's Exchange Server mailbox. Additionally, you do not receive a non-delivery report (NDR) for the message. When this problem occurs, the following event is logged in the Application log:
Event Source: MSExchangeNOTES
Event Category: Transport to Exchange
Event ID: 31092
Description:
Message contains empty recipient list, purging item automatically
Note If an Internet e-mail message also contains recipients in the To box or in the Cc box, the message can be delivered to the recipients in the Bcc box.

Cause

This problem occurs because of incorrect logic. When this problem occurs, the Microsoft Exchange Server 2003 Connector for Lotus Notes treats the Internet e-mail message as if it does not have recipients. Then, the Microsoft Exchange Server 2003 Connector for Lotus Notes discards the message.
