Error message when you try to uninstall Internet Explorer 7: "Setup cannot copy the file Ieeula.chm"

Symptoms

When you try to uninstall Windows Internet Explorer 7 for Windows XP by using the Add or Remove Programs item in Control Panel, you may receive the following error message:
Setup cannot copy the file Ieeula.chm
Additionally, you cannot uninstall Internet Explorer 7.

Workaround

To work around this issue, use one of the following methods.

Method 1: Replace the Ieeula.chm file

If the Ieeula.chm is missing from the Windows/IE7 folder, replace the Ieeula.chm file by using the Ieeula.chm file in the Windows/Help folder. To do this, follow these steps:
  1. Click Start, type %windir%\help in the Open box, and then click OK.
  2. Right-click the Ieeula.chm file, and then click Copy.
  3. Exit Windows Explorer.
  4. Click Start, type %windir%\IE7 in the Open box, and then click OK.
  5. On the Edit menu, click Paste.

Method 2: Restore Windows XP to the last known good state
