FIX: A Web site is not published when you try to publish the site by clicking "Publish Web Site" on the "Build" menu in Visual Studio 2005

Symptoms

When you try to publish a Web site by clicking Publish Web Site on the Build menu in Microsoft Visual Studio 2005, the site is not published. Additionally, you may receive the following error message in the Output window:
Index was outside the bounds of the array.
You experience this problem if the following conditions are true:
  • You have Visual Studio 2005 Service Pack 1 installed.
  • You have set the Virtual Path property to the root directory by using a slash mark (/).
