Error message when you try to send a fax by using the "Set priority: High" option in Windows Vista: "This message could not be sent. Access is denied"

Symptoms

If you try to send a fax by using the Set priority: High option in Windows Vista, the fax is not sent. Additionally, you receive the following error message:
This message could not be sent. Access is denied
This problem occurs after an administrator has configured settings on a Microsoft Windows Server 2003-based computer to restrict you from sending high-priority faxes over the network from a Windows Vista-based client.

Cause

This issue occurs because the Set priority: High option is not removed from the Windows Fax and Scan component in Windows Vista. The Set priority: High option appears in Windows Vista even though a user has been restricted from sending high priority faxes.

Workaround

To work around this issue, use one of the following methods:
  • Use a priority other than High to send the fax. For example, click Tools in the Fax window, point to Set priority, and then click Normal.
  • Save the fax as a draft, ask a network administrator to let you to send high-priority faxes, and then send the fax again. To save the fax as a draft, click File, and then click Save in the Fax window.

How to let a user send high-priority faxes in Windows Server 2003

  1. Use administrative credentials to log on to a Windows Server 2003-based computer.
  2. Click Start, click Run, type fxsadmin.msc, and then press ENTER to start Fax Service Manager.
  3. Right-click the root node, and the click Properties.
  4. On the Security tab, click Advanced.
  5. Click to select the user or the group for which you want to modify fax settings, and then click Edit.
  6. Next to Submit high priority faxes, click to select the Allow check box.
  7. Click OK to close the fax dialog boxes.

  1. Start Windows Fax and Scan.
  2. On the Tools menu, click Fax Settings.
  3. Click the Security tab, and then click Advanced
