FIX: Error message when an application tries to use Internet Explorer 7 to retrieve a proxy configuration script: "1003 ERROR_CAN_NOT_COMPLETE"

Symptoms

When an application tries to use the InternetGetProxyInfo Windows Internet (WinINet) API function of Windows Internet Explorer 7 to retrieve a proxy configuration script, the application may fail. Additionally, you may receive the following error message:
1003 ERROR_CAN_NOT_COMPLETE
This problem may occur when the application tries to retrieve the proxy configuration script for the first time. However, the application may succeed in retrieving the proxy configuration script on later requests.

Cause

This problem occurs because of a logic problem that causes the InternetGetProxyInfo function to fail the first time that it is called.

To enable this hotfix, you must modify the registry. To do this, follow these steps:
  1. Click Start, click Run, type regedit, and then click OK.
  2. Locate and then click the following registry subkey:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_IEAUTOPROXY_SYNC_KB931195
    Note If this subkey does not exist, create the subkey. To do this, follow these steps:
    1. Locate and then click the following registry subkey:
      HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl
    2. On the Edit menu, point to New, and then click Key.
    3. Type FEATURE_IEAUTOPROXY_SYNC_KB931195, and then press ENTER.
  3. Click FEATURE_IEAUTOPROXY_SYNC_KB931195.
  4. On the Edit menu, point to New, and then click DWORD Value.
  5. Type the name of the application including the .exe extension, and then press ENTER. For example, type iexplore.exe as the name of the application for Internet Explorer to use this hotfix.
  6. Right-click iexplore.exe, and then click Modify.
  7. In the Value data box, type 1, and then click OK.
  8. Exit Registry Editor.
