FIX: Error message when you try to use the SC tool to stop the service for the BizTalk host instance in BizTalk Server 2006: "The service did not respond to the start or control request in a timely fashion"

Symptoms

When you try to use the SC tool (Sc.exe) to shut down the service for the BizTalk host instance in Microsoft BizTalk Server 2006, you may receive an error message that resembles the following:
ControlService FAILED 1053:

The service did not respond to the start or control request in a timely fashion.
After you receive this error message, the service for the BizTalk host instance is stopped. However, the SC tool may need two minutes or more to shut down the service.

This problem occurs when a Microsoft Message Queuing receive location is enabled in BizTalk Server 2006.

Additionally, an error message that resembles the following may be logged in the System log:
Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7011
Description:
Timeout (30000 milliseconds) waiting for a transaction response from the BTSSvc$BizTalkServerApplication service.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. References

This problem can occur if the Message Queuing adapter is not initialized correctly or if the SC tool cannot find the Message Queuing service that is running on the computer that is running BizTalk Server 2006.
