FIX: An incoming XML message may be suspended unexpectedly in BizTalk Server 2006

In Microsoft BizTalk Server 2006, an incoming XML message may be suspended unexpectedly. You may receive an error message that resembles the following in the Application log:

This issue occurs when the XML processing instruction contains single quotation marks. For example, this issue can occur if the XML processing instruction resembles the following:
