Resolution

You receive the following error messages when attempting to expand the Public Folder tree or view the Properties of a Public Folder:
The requested operation is forbidden.

Disclaimer

There was a failed server that was still showing in ESM. We removed that server from ESM and *poof*, now we are able to access the Public Folders.

What most likely happened is that while the other server was up, ESM connected to that PF Store, and then never got switched back to the "right" one, so it kept trying to connect to a now non-existent server/web directory on the server. Once we removed the server from ESM, we then defaulted back to connecting to the "right" server.
