Another user can create and send meeting requests on behalf of a mailbox owner even though "Send As" and "Send On Behalf Of" permissions were not granted in Exchange Server 2003

Symptoms

Consider the following scenario. On the Exchange Advanced tab in the Active Directory Users and Computers snap-in in Microsoft Exchange Server 2003, you grant "Full Mailbox Access" permissions for a user's mailbox to another user. You do not grant "Send As" or "Send On Behalf Of" permissions. Therefore, you expect that the other user cannot send e-mail messages or meeting requests on behalf of the mailbox owner.

In this scenario, the other user can access the mailbox as expected. The other user cannot send e-mail messages on behalf of the mailbox owner as expected. However, the other user can create meeting requests and send meeting request e-mail messages on behalf of the mailbox owner.

Prerequisites

You must have Microsoft Exchange Server 2003 Service Pack 2 (SP2) installed to apply this hotfix.

Restart requirement

The following services are stopped and then restarted after you apply this hotfix:
  • Microsoft Search
  • Microsoft Exchange Information Store service
  • Microsoft Internet Information Services (IIS) Admin Service and all dependent services

Hotfix replacement information

This hotfix does not replace any other hotfix.
