Cause

This problem may occur if the following conditions are true:
  • Outlook 2007 downloads only the e-mail message header for some of the e-mail messages that are in the folder.
  • Outlook 2007 downloads the whole e-mail message for some of the e-mail messages that are in the folder.

More information

This problem occurs with Internet Message Access Protocol (IMAP) accounts. However, you may also experience this problem with other accounts in which you can download only e-mail message headers instead of the whole e-mail message. This problem does not resolve itself even after you download the complete e-mail message that is associated with an e-mail message header.
